The simple answer is, we do not know. It would be supremely arrogant to presume to know the mind of the Creator of the universe and everything. And, perhaps a bit dangerous.
There are those who have attempted to answer this question, and some of our contributor's thoughts are below:
One perspective:HE/SHE (GOD) does not allow people to kill one another for power, Look in the mirror your answer lies there. Another view: He doesn't allow it... It's all about Free Will. Another treatment:Please read The Bible again, especially Exodus, Numbers, Deuteronomy, Joshua, Judges, 2 Kings, 1 Chronicles, etc". God not only allowed His people to kill another god's people, but commanded it. In fairness, I'm sure the other god's people HOLY scriptures also commanded His people to kill the sons of Israel and other god's people too. A deeper treatment:God allows many things that are against His will. Just because He allows it doesn't mean He approves of it. We do have free will to make our own choices, including to kill if we choose to. As for the Old Testament and God commanding people to kill, that was only ONE nation that He did that with, a very small nation, Israel, for His purpose for them at that time, and it is not what He commands us to do now. An analytical view:First, it is important to understand what is being said in Exodus 20:13. This verse reads in the KJV, "Thou shalt not kill." In the NIV it is translated, "You shall not murder." The second is the better translation. Murder is a very specific act, and a crime. It is the intentional taking of a life without the authority to do so. The Creator of the universe and everything would certainly have the authority to order his creation to take the life of another of his creation and vest upon them the authority to do so.The simple solution here is to understand the language and how it is used, and don't make it fit an agenda for which it was not intended. While you have free will, this does not mean that what you do with it will meet with approval from the one who gave it to you.

Nowadays, killings of all sorts, murder or otherwise, are the result of mankind choosing to live according to their OWN rules and not God's. God has ALLOWED centuries of human rule to pass, proving that mankind, under satan's headship(1 John 5:19/2 Corinthians 4:4) cannot succeed. Soon God will set up his own kingdom over the earth(Matthew 6:10/ Matthew 5:5), destroying once and for all mankind's attempts at governing(Daniel 2:44), and ALL wickedness on earth will end(Psalm 37:1,2,9,11+29/Psalm 46:9/Isaiah 11:6-9/Revelation 21:3+4/Proverbs 2:21+22) and obedient mankind will again live forever in peace(John 3:16/Romans 6:23).
