Women uncover their faces during hajj because the Prophet said:

Women (during Hajj) should not wear niqaab or gloves[Bukhari]

It is haraam to cover their face with the niqab or burqa.

The women clothing, per Islamic religion, doesn't require women to cover their faces. Women covering their faces are doing something that is neither required bu religion nor forbidden by religion. They are covering their faces in some countries either per these specific country cultures and traditions or voluntarily to do something more than what is required by religion.

Accordingly, during Hajj all women are in the same place and they should all follow religion commands that require the woman to wear clothing that is:

  • covering the whole body (including head, hair, and neck) except face and hands
  • loose enough in order not to figure out the body and not to look sexy
  • not transparent in order not to show the underneath clothing or body parts.
