Some of the Muslims, especially old ones, wear leater socks in winter. When they perform wadhu (ablution), they put on normal socks and then put on leather socks. When there is need of performing fresh wadhu, they don't put off leather socks. They just pass their wet hands on the upper part of the leather socks and wadhu is complete. (It is called Massah). They don't have to wash their feet.
