Herod was King of Judea - the southern kingdom with Jerusalem as capital (jesus completed most of his ministry in Israel - in the district of Galilee, the Northern kingdom) These facts can be found in Luke's Gospel, written by Luke, a Doctor Who was commissioned to investigate the whole story of Jesus from the beginning in a systematic and complete way.
