There were several weaknesses that were common to all of the Muslim empires. Some of the weaknesses included failure to recognize the power of the people and succession of bad leaders among others.
The Safavid dynasty ruled one of the greatest Persian empires since the Muslim conquest of Persia and established the Twelve school of Shi'a Islam as the official religion of their empire, marking an important turning points in Muslim history.
Certainly, there have been many mighty empires of the Muslim faith such as the Abbasid, Umayyed, moghuls, or the Safavid no doubt the greatest would be the Ottoman Empire. 1299-1923.
It may be debatable, however, considering the spiritual and worldly achievements together, we can safely say that the Muslim Empire under the rule of second righteous Caliph Hazrat Umar Farooq (RAU) made the greatest achievements.

Islam if I'm not mistaken. The Ottomans were largely Muslim, the mughals were ruled by Muslims, and the safavadis were a Muslim power.
They are the same thing. Muslims are the followers of the religion of Islam.
