Which apostle was not from Galilee?

Judas had killed himself after his betrayal of Jesus. His replacement, Matthias (Acts 1:26), and all the other apostles were present.Acts 2:1 - When the Day of Pentecost had fully come, they were all with one accord in one place. [NKJV](There's no "upper room" mentioned in connection with the Day of Pentecost. That was a different setting; where Jesus and the apostles kept the Passover, just before His betrayal. The Pentecost account just speaks of the "house where they were sitting.")

How did Peter explain the behavior of the 120 persons in the upper room on the day of Pentecost?

Peter explained that they were not drunk, but filled with the Holy Spirit as predicted by the prophet Joel.

Why do the Pentecostal Protestants believe that Pentecost was 140 years after Christ rose from the dead?

None that I know of believe that. The day of Pentecost is one of the annual Jewish festivals. On the first day of Pentecost following Christ's resurrection (IIRC Pentecost was 50 days after Passover: thus the name), the Bible says in Acts that the Holy Spirit entered the disciples as they prayed and they went out among the people and preached the Gospel in foreign languages that they did not know but were understood by the visitors to Jerusalem for the festival of Pentecost. This resulted in the first expansion of the Word to lands outside Judea, as those visitors returned home. What makes Pentecostals unique is their emphasis on this miracle and that it is expected that all real Christians can speak in other languages at the urging of the Holy Spirit. Some Pentecostal sects even go so far as to say you are not yet forgiven of your sins until you can manifest the miracle of speaking in unknown "angelic" languages. However the miracle of Pentecost as described in Acts involves no unknown or "angelic" languages, all the languages spoken were known human languages. In my opinion there is no need for any such repetition of this miracle, as we have educated translators to translate the Word to any language needed now.
