Anyone Muslim can lead, who ever leads is called the Imam ( The Leader)

There is a system for choosing the imam amongst a group of prayers:

-The most Quran-reciting.. if they are equal, then

-The most Sunnah-knowledged.. if equal,

-The married.. if equal,

-The oldest.

Nowadays, the Ministry of Islamic Affairs organised this issue by hiring well educated people to work as an Imam, in addition to preparing and telling the Khutbas in different occasions.

Salat, the formal Islamic prayer, is lead by an imam. The imam should be the male worshiper present who knows the most verses of the Qur'an, is the most knowledgeable about religion, or who is known to be the most pious. If women pray in congregation without men, a woman may lead the prayer.

The prayers / salat is led by an IMAM or any learned person, who has knowledge of the Koran and Islam. Age is not the parameter. Anyone, who knows how to offer prayer, can lead the prayers for the masses.

In Arabic we say the Sheikh but in English it is the Imam. There are many Imams. You can think of it like in Christianity there are many priests not just one since there are many churches. If there was just one priest and one church everyone who is Christian would go there. So basically, any Muslim male, that has memorized the Holy Qur'an, can be an Imam of a masjid or mosque.
