Usually the preacher gives the benediction or may ask a member to give it. In the baptist church it is quite common for the preacher to ask random members to lead in prayer at any time.

Traditionally it is the senior pastor... or occasionally the the guest preacher. However, unless a particular church sets up a formal policy... there are no legal constraints.
