In Acts Peter says the death of Judas was prophesied in Psalms and also
Peter quotes another Psalm which he understands to mean that after Judas' defection, a replacement must be appointed to fill his office.
Act 1:20 "For it is written in the Book of Psalms: 'LET HIS DWELLING PLACE BE DESOLATE, AND LET NO ONE LIVE IN IT'; and, 'LET ANOTHER TAKE HIS OFFICE.'
So we can say the Holy Spirit/God led Peter to make this descision
As long as you're talking about the famous betrayal of Jesus Christ by Judas Iscariot at Gethsemane, then no one actually gave orders to free Jesus' disciples. The three gospels Matthew, Mark, and Luke only describe how the disciples fled at Jesus' arrest, but John 18:8 says, "Jesus answered, 'I have told you that I am He. Therefore, if you seek Me, let these go their way.'" However, John does not record that the disciples were under arrest and that Jesus was "freeing" them--only that He was commanding (by His authority as the Son of God, though the soldiers arresting Him were trying to deny that) that they not be arrested.
Judas Icariot. He wa present during the Last Supper, but was not present when Jesus gave his final dissertation to the remaining disciples after the meal.
The other disciples cast lots which fell on Matthias (Acts 1:26) to replace Judas. But he is never mentioned again in scripture which leads many to believe that perhaps Matthias was not God's pick. So these then look to Paul as Judas' replacement because Jesus Himself converted Him by appearing to Him and gave him the revelation of Salvation by grace through faith and the reality of the new creation. That and his assignment was apostle to the gentiles.
The gospels do not make it clear exactly who gave Judas the thirty pieces of silver to betray Jesus.The closest we get is:-Then went one of the twelve, who was called Judas Iscariot, to the chief priests, and said to them: What will you give me, and I will deliver him unto you? Judas gave Jesus away for 30 silver coins by kissing him.
God in heaven gave authority to Jesus. God is the creator and sustainer of the universe. He has all authority, and only from Him was Jesus given authority.
Judas Iscariot was one of the twelve disciples of Jesus who betrayed him by identifying him with a kiss to the religious authorities, leading to Jesus' arrest and crucifixion. Judas later regretted his actions and returned the thirty pieces of silver he was paid for the betrayal before ultimately taking his own life.
In their first conversation they discussed how much the priests would pay for Judas to betray Jesus. In their meeting after the betrayal, Judas realized that he had given Jesus up to be killed and gave the money back. Judas then went out and hung himself.
