The rest of the Old Testament, and most of the New Testament were written in different parts of Asia. Also some of Paul's epistles were written from Rome, which is in Europe. One thing is for sure; he did not have a bible as we know it today, because that had not been written yet. The story of Noah appears in Genesis, the first book of the bible, so it's save to say that even the first book of the bible had not been finished during the flood. It would be possible that he had some form of religious text with him, but it was not the bible as we know it today
The Bible was written at a time when everyone tried to live within their environment. The Bible doesn't say anything about the connection between what man does and the Weather. If someone tells you that it does, have them show you, in your Bible, book, chapter and verse.
