Typically the money flows from parishioners to the parish via the annual or weekly collection. Each parish then tithes to the diocese. Throughout the year there are often special collections or fund raising events that go directly to specific causes at the diocesan level.

Roman Catholic Answer:Normally, I would assume that they get a salary. I don't know how this actually works in practice, if you owned a company, or a store, you would get a "draw", that is the money that you take to live on that does not go back into the business. A diocese in the United States is set up as a corporate-sole. In other words, on paper, the Bishop owns every piece of property, every church, school, convent, etc. and all the income, mostly Sunday donations, but there is income from rental property in some dioceses, etc. although in actuality this all belongs to the people of God, in the eyes of the government it is in the Bishop's name. So however much he takes as a "salary" would be analogous to a business owner taking a "draw" - on paper.
