We assume that it was at Bethlehem. It was from, what we can tell, after the census because the King ordered all the boy babies under 2 years of age to be slaughtered. That would mean that Jesus was under 2 years by the wise men's calculations.
Epiphany in some churches is celebrated 12 days after Christmas to indicate that the wise men came after the birth.

Matthew's Gospel says thatthe wise men found Jesus in their house in Bethlehem (Matthew 2:1: "And when they had come into the house ...")
