When Jesus Christ was crucified and resurrected the third day He instituted reconciliation of man back to God.
When a person accepts Jesus as their Savior reconciliation takes place, but this reconciliation existed from the resurrection.
This was never instituted by Jesus Christ but is a church custom that has developed since.

Notice these verses show that it is God who does the reconciling. You could say reconciliation is an encounter with Christ, but I think it is better to say an encounter with Christ comes first. If you accept the salvation God offers through Christ then you are reconciled to God.
