Adolf Hitler disobeyed the laws against inhumane treatment of prisoners of war and those against giving orders to harm another human being.
As a question of rights, yes, anyone has the right to be as bigoted as they would like to be. That it would be better were they not bigoted is insufficient to force them to change their minds. What Hitler did not have a right to do was to implement laws and create procedures to discriminate against and, eventually, systematically murder the Jews. It is a fine line between permissible hatred and illegal discrimination, but it is a very clear line that comes down to changes in the laws and actions against the hated group.
Under Hitler's rule, the Nazi regime enacted several laws to promote the concept of a "pure race" or Aryan supremacy. The Nuremberg Laws of 1935, for instance, stripped German Jews of their citizenship, prohibited marriage or sexual relations between Jews and non-Jews, and enforced racial segregation. These discriminatory laws laid the foundation for the persecution and eventually the genocide of millions during the Holocaust.

People were encouraged not to shop in Jewish stores in Germany under Adolf Hitler's rule in the 1930's. No one really knows what drove Hitler against the Jews in the first place, but it is known however that Germany was suffering In an economic depression at the time and Hitler blamed this depression on the Jews, telling the Germans that Jews were terrible beings who were controlling the banks of Germany and therefore the cause of their economic downfall. This obviously is not true, but it became the beliefs of many naïve Germans in that time period. The Nuremberg Laws that explicitly led the prohibition of Gentile patronage of Jewish shops were passed in 1935.
He was starting to plan the empire that he wanted to built, because he had been about one year as fuhrer, president and chancellor combined into 1 leader. The war started in 1939.

While no one specific law gave the Chancellor of Germany control of German Jews, the Nuremberg Laws established Jews as second class citizens and made marriages between Jews and Gentiles illegal. ____ Between 1933 and 1943 the Nazi regime issued about 430 anti-Jewish decrees for Germany alone. Hitler started the Holocaust. Adolf Hitler, who became leader of the Nazi Party or NSDAP in the 1930s, attributed many of Germany's problems to the Jewish minority, already antagonized in Germany. Eventually, the party caused violence against Jews to escalate, and on Kristallnacht (night of the broken glass), Jewish homes, businesses, and synagogues were vandalized, raided, and destroyed. Hitler ordered that Jews be moved to Ghettos, hoping that they would eventually starve and fight each other to death. This taking to long, Hitler came up with the "Final Solution", the genocide known widely as the Holocaust.
