Hoover believed in Rugged Individualism and Laissez Faire. This means that he felt that anyone could be rich if they tried hard enough, and if they weren't rich then they were too lazy.

He also felt that the government shouldn't get involved with public affairs. He though that churches and charities should help civilians during the depression.
