The Bible does not claim that Adam or Eve were born, but rather that they were directly created in the Garden of Eden. Depending on what tradition being considered, the Garden of Eden can be part of an ethereal or heavenly plane. In that case, there is no corresponding Earthly region for the Garden. There are other traditions that use the four rivers mentioned in the Genesis 2:10-14 (quoted below from the NIV) to give a rough area. The Pishon and Gihon are currently unknown, but the Tigris and Euphrates are primarily in the modern nations of Turkey and Iraq.

10 A river watering the garden flowed from Eden; from there it was separated into four headwaters. 11 The name of the first is the Pishon; it winds through the entire land of Havilah, where there is gold. 12 (The gold of that land is good; aromatic resin and onyx are also there.) 13 The name of the second river is the Gihon; it winds through the entire land of Cush.14 The name of the third river is the Tigris; it runs along the east side of Ashur. And the fourth river is the Euphrates.

According to the Bible, the third MENTIONED person to be born was Seth, son of Adam and Eve. The third person mentioned in the Bible was Cain, Adam and Eve's first-born son. Adam and Eve also had other children in between the ones mentioned so we really don't know who was actually the third.
