The Romans forcefully removed his garments as a sign of disrespect and humiliation. Nakedness was considered shameful, and a sign of poverty. Since Jesus was mocked by the Romans for his apparent potential to be King of the Jews, removing his robes, and thus making him bear the shame of similarity to the poor whom he tried to help was a poetic disgrace, similar to the label placed above his head during his crucifiction.
