Traditionally, the red bindi (or sindhur) was worn only by the married Hindu women, but now it has become a part of women's fashion. Traditionally, the red dot is made up of bovine blood and dirt (earth), however, even this has changed in that many women wear a jewel (authentic gemstone or otherwise).
It doesn't mean anything when she touches it but there is usually red where her parted hair is because that's the sign of marrige. The reason people wear the "red dot" is because that's our way of saying we worship our intellect that "the man upstairs" gave us. The "red dot" has now become more of a fashion statement but the original meaning has nothing to do with beauty.
