Jeremiah 29:10-14 consists of material written after the end of the Babylonian Exile, somewhat later than much of the other material in Jeremiah, as if a prophecy written at the same time as that earlier material. It teaches that God's plan was to return the Jews from Babylon after seventy years in Exile.
This is one instance where a different translation of The Bible comes in handy... in this case, to compare and clarify what's being said in the KJV.
Jeremiah was the prophet of record, sent to the leaders of the Jews of that time, warning them to repent of their departure from the ways of their God, pending the alternative; captivity and exile by the Babylonian Empire.
Every attempt of Jeremiah to turn his people back to God was thwarted by the Jewish leaders and "false prophets" who told the people "what they wanted to hear"... false prophecies, contradictory to Jeremiah's warnings.
By the time of chapter 29... the exile of the Jews had become a reality: "This is the text of the letter that the prophet Jeremiah sent from Jerusalem to the surviving elders among the exiles and to the priests, the prophets and all the other people Nebuchadnezzar had carried off into exile from Jerusalem to Babylon." (Jer.29:1 NIV)
Therefore... verse 11, taken in context with verse 9 and 10... is a TRUE PROPHECY from the Lord... and not a "false one":
"...They are prophesying lies to you in My name. I HAVE NOT SENT THEM, declares the LORD.
"This is what the LORD says: 'When seventy years are completed for Babylon, I will come to you and fulfill My gracious promise to bring you back to this place.
"For I know the plans I have for you, declares the LORD, plans to prosper you and not to harm you, plans to give you hope and a future." (Jer.29:9-11 NIV)
