I think it is still considered proper form for women to wear clothes that cover the shoulders, and they should have something to cover the head when going into a church. I am not sure, but men might have to cover their shoulders as well. Men don't wear anything on their heads in Catholic churches.

you can wear anything that suits the Catholic culture. just wear casual clothes that are not exposing so much skin, shirts that don't have explicit printings on it.

There are few, if any, young girls living in the Vatican. Young visiting females to the Vatican must dress appropriately and modestly if they expect to gain admittance to some venues in the Vatican. There is no prescribed dress but such things as short shorts and tank tops or strapless blouses would exclude that individual from entering some areas.
