The Reagan administration did indeed provide aid to Al'Qaeda back when it was one of many groups of Islamic militants fighting against the invading Soviet Union. The Taliban, however, was an Islamic extremist group which arose from the aftermath of that war to govern the country in an Islamic theocracy/dictatorship.
