( ولله على الناس حج البيت من استطاع اليه سبيلا ومن كفر فان الله غني عن العالمين ......)meaning in English translation:(...Pilgrimage thereto is a duty men owe to Allah,- those who can afford the journey; but if any deny faith, Allah stands not in need of any of His creatures)

Accordingly, Hajj is compulsory on all mindful mature Muslims who can afford it physically, financially, and safely.
Those who can't afford it physically, financially, or safely are not sinful but they missed this great ritual worship and missed Allah rewards on performing it unless they have the sincere wish to afford it because the prophet Muhammad PBUH taught that the good sincere intention does give you the reward of the good deed that you don't do because you are really unable to do it.
However, if you can afford it physically, financially, and safely but you didn't make it, then you are sinful and you missed this great ritual worship and missed Allah rewards on performing it.
