Remnants are the leftovers. Whether it be leftovers off of a bolt or roll of fabric, or just the leftovers after a project, they are all remnants. Most sewing stores sell the remnants off the almost empty boards for a discounted price. Some are because they are dirty, or have a flaw or snag. Remnants are great for small bits of patchwork, features on stuffed animals, repairs, and little projects.
