Up to the 1830's the postal system was slow, mismanaged, wasteful and expensive and postal charges had to be paid by the recipient. Roland Hill took an interest in postal reforms by 1835. By 1839 Hill had convinced all interested parties to adopt a system of charges to be paid in advance and the penny postage rate was introduced on 10th January 1840. The penny black adhesive stamp was made available and distributed
Rowland Hill didn't introduce a person to Britain. He introduced a flat-rate postal service in 1840. This was called the penny post, and this may be the source of the confusion with a person. There was another famous Rowland Hill, a general who fought at Waterloo and succeeded Wellington as chief of the army, but he was 68 in 1840 and retired from public life.
