Vedas existed in written and oral forms much prior to vedic periods. In vedic periods, the vedas were more freely taught and hand-copied to have wider distribution. Oldest hand-printed forms were getting too old and newer material was needed to preserve. In vedic periods, this was undertaken with help of kings and powerful supporters.
