The hierarchy designates duties and authority within the Church. However, since most positions are temporary, unpaid, untrained, and assigned, there is no seeking to 'move up the ladder' as there might be in a corporate hierarchy - there simply is no channel for doing so. The highest levels (Prophet and 12 Apostles, Presiding Bishopric, General Auxiliary Presidencies) oversee worldwide operations, with various divisions for doctrinal and temporal things. These have authority to receive revelation for and change policies in their designated spheres. Mid-levels (Seventies) serve as regional ambassadors from worldwide leadership, as well as delegates from local congregations to international heads. In some cases, Seventies can be sent in place of an Apostle and act in his place. Local congregations are collected into Stakes (similar to a Catholic Diocese) whose leadership mirrors the international church and which report to Seventies. Individual Congregations mirror the same leadership structure and report to Stakes.While the hierarchal structure is essential to the operation of the Church, it is believed that all members, whether serving in leadership positions or not, are of equal importance and will receive equal blessings and equal opportunity in spiritual matters. As an Apostle recently explained "In the Church, we do not move up or down, only side to side." A congregational Bishop might leave his post to become a church janitor or to work in the nursery - all duties are of equal value and importance. An Apostle will receive the same eternal salvation that the chorister or organist or boy scout troop leader will. As Jesus said "Let he that is greatest among you be your servant."
