Yes - bellieving that an action will bring either good or bad responses upon another/himself is pure superstition and absolute fatal. If you steal, it is not Karma (in function) that punishes you, society punishes! Because economy and its structure, it will try to bring justice to those who have created that particular ware.
If you hurt a fly, nothing will happen to you, because there is hardly anything but your emotions that will tick off, not an angry god in the sky. If a person makes a bad mistake, there is nothing OUT THERE that will punish you.
