Maybe I feel like I want to drink alcohol or gamble or run after sex, etc. But if I have that feeling inside - but do not obey my feelings - then God will not punish me for it. In fact, having a desire to commit a sin but avoiding actually doing it is a good deed done. So the act of homosexuality is a major sin. But your feelings are not sins - until you act on them. A person should also try to stay away from things that encourage the sin - like hanging out with people who commit the sin, watching such a thing on television or the internet, etc.
