The "no-Tattoo-for Jews" basically implies to tattoos that are voluntary, as in the person received it based upon free will, Holocaust survivors who had the numbers tattooed on their arms were allowed to be buried in Jewish Cemeteries because it wasn't their choice to receive the tattoo. I don't think Hitler cared much for Jewish law when he created extermination camps.

Those who were victims of the holocaust, and those who are survivers have tattoos because it was a form of identification. The tattoos have serial numbers, so the nazi rulers at the concentration camps didnt have to know they by names, just by numbers.
