A) It depends what the 'badness' is. If it relates to sexual misconduct, especially if you suspect child abuse or pedophilia, go to the police or child protective services IMMEDIATELY. Don't even count to 10.
B) As far as other things goes; if you don't like your pastor; you may wish to 'withhold' further financial support. If the whole congregation did that, he'd be in the unemployment lines looking for work pretty fast. That might even be the best thing for him/her.
C) Other times you just need to realize that 'reporting' them, accomplishes nothing. Some of them, 'cover' for each other, by simply moving the bad apple elsewhere. Why put that on someone else? Maybe you should just be done with that church altogether, and go find another one; take your friends with you. And do a write-up in an editorial in a local paper.
WHAT?! No, a pastor of ANY church cannot ask someone to move out of town and any good, Christian pastor would never do that! The only thing a pastor may do is if he feels that a member of a church has committed a bad sin and will not confess, the pastor can have the church vote on it and the person may be asked to leave the church, but NO PASTOR can kick someone out of town and if that is what's happening, than that pastor is not a good, Christian pastor and he should be reported to the head of the district for whatever denomination his church is.
Sometimes, but usually the church council decides who will become the next pastor. If the church has no council, then the clergy members of the church will come together and decide which one of them will be pastor.

Is there an office of a bishop in the Baptist church? I thought, according to the Bible, the pastor is the bishop, when it is talking about the qualifications of the bishop, it is talking about the qualifications of the pastor. I believe that their are two offices in the church. The office of the Pastor and the Deacon. God is the head, Pastor is the under shepherd and the deacons are servants to the pastor, the church and to God.
