Horace Mann wanted to have public education to be free. In the time period he was trying to enforce this rule, in order to be in school you must pay a teacher or like today a private school where you have to pay a tuition every semester. He fought against it and he finally won. Now today public education is free because this man was common like many people in the 1800's and gained their trust because he made public education free. Today the only school you must pay is either a private school or college. Thank you
