Sometime after the Ark came to rest on Mt Ararat, Genesis 8:13-22 describes how Noah removed the covering off the top of the ark, and saw that the water had drained from the ground and things had dried off, but, obediently, he did not leave the ark until God specifically TOLD him to(Genesis 8:15-17).
God told Noah. God gave Noah the directions of how to build the ark and thus Noah and his family were saved. You can read about it in Genesis 6-9 in The Bible.
Noah knew this when he released a dove and the dover did not return to the Ark.

No government can lay claim, in the legal sense, to Noah's Ark unless we know where it is. Whether because there never was a Noah's Ark or because it has long since been destroyed, no evidence of the Ark has ever been found.
