First, it is important to remember that everything has a biological basis. Therefore a person can be emotionless because if there are no neurotransmitters active in the brain a person will have no sensation of emotion, this is of course often characteristic of a disorder. Also a person may be very good at masking their emotions, which is why women are often perceived as more emotional that men. Even though men experience the same emotional feelings, they do not express them as readily as many women do, this can shed light on the expression of emotion versus the experience of emotion.

Practice for those that it doesn't come natural to is key. I say practice because emotions can be very hard to control. First, make sure you know what your facial muscles feel like, depending on the mood. Does your jaw tense up when you're upset? Do your cheeks raise when you smile? Notice those, and work on thinking of things that cause strong emotions, paying attention to the muscles. That way you know how to keep them down and relaxed. Try to find something that just makes you relaxed or feel blank. Not shocked, but just no reaction to. Try and keep your mind set on that feeling and reaction, so when you hear or notice or feel anything, its shrugged off, seemingly.

Emotions sometimes do need to come out though, so if you're worried about public, just let loose when you're alone and in a private setting. it will help you stay calm outside of the area afterwards. Hope this helps.
