No. Members of the Church of Jesus Christ of Latter-day Saints (the "Mormon" church) can wear whatever they want. They are encouraged to dress modestly, as they believe it is pleasing to God. The Church suggests that modesty includes wearing shirts that cover the shoulders, but this is only a suggestion.
Adult Mormons who have participated in a Temple ceremony are obligated to wear shirts with at least short sleeve shirts and pants/skirts at least to the knee as a reminder of the covenants they made with God in the ceremony.
The only time that Mormons are required to wear long sleeves is inside the temple (please note that a temple is different than a meetinghouse, where weekly worship services are held). Inside the temple, adult Mormons (men and women) are required to wear long sleeves and all white.

Modest clothing. Nothing revealing, tight, translucent, loud or garish, etc. And married women keep their hair covered.
It's royal wedding protocol- they have to keep themselves covered up i.e. She wouldn't have been allowed to wear a strapless dress for example as this would not be perceived as 'decent' by the royal family
Some of the Jewish beliefs when it comes to women and marriage are that married women should keep their hair covered at all times when out in public, and that any income that women bring to the household belong to the husband.

Mormon women may do what they like with their hair. The Church only asks that members avoid 'extreme hairstyles'. What is 'extreme' is up for individual interpretation. Most of the top female leaders in the Church have short hair. Check out the "Related Links" below to see images of typical Mormon women and their hair.

The book of Mormon
I counted 100 instances of the word "Promise" (and variations such as 'promised' and 'promises') in the Book of Mormon. Most of the time this was linked with "promised land" or "land of promise". The phrase "keep my commandments" is used 25 times in the Book of Mormon. The phrase "ye shall prosper in the land" is used 10 times in the Book of Mormon. Each one of these instances is in the same verse as a variation of the phrase 'keep my commandments' or 'keep the commandments'.
A right to keep bare arms----------------------------------Had to keep to first answer in for comedy effect. The Second Amendment has nothing to do with the right to keep your arms bare but the right to keep and bear (carry) arms (weapons). The Second Amendment reads: "A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed."
Because the husbands and fathers didn't want their wife/daughter to be showing her body off, he owned her there for got to choose what she wore.
