As far as I can see, the belief is that only those Witnesses who are of the anointed class are viewed as 'children of God. In total, this number is a literal 144,000 of which 11,202 were recorded as partakers of the Memorial (Last Supper) emblems last year.

Watchtower 15th April 1953 page 249 says,

How about Christians? They are children of God in a unique way if they are members of the body of Christ, the anointed Christian congregation.

Insight Book (published by Jehovah's Witnesses) page 436 says,

persons exercising faith in Christ and becoming spirit-begotten ones are called "God's children.
