Yes. Contrary to popular belief... and to the teaching of The Bible... most people don't believe it when John tells us that Jesus Christ was and is the Almighty Creator God of the Old Testament:
"All things were made by Him; and without Him was not any thing made that was made." (John 1:3 KJV)
This "LORD" -- "I AM" -- of the Old Testament was the "WORD" or "LOGOS" or "SPOKESMAN" for the member of "Elohyim" [the Family of God], then, who would later be born flesh and blood.
It was the WORD, Jesus Christ, who "spoke" for God [the Father]... and who "did" all the things His Father commanded Him to do from the beginning -- things like "create the universe." And He has never stopped speaking and acting on behalf of His Father.
"But although THE WORLD WAS MADE THROUGH HIM, the world didn't recognize Him when He came." (John 1:10 NLT New Living Translation)
Jesus always gives testimony to His Father... not Himself:
"...the Father Himself, which hath sent Me, hath borne witness of Me. Ye have neither HEARD HIS VOICE at any time, nor SEEN HIS SHAPE.
"...I say ONLY WHAT I HAVE HEARD FROM THE ONE WHO SENT ME, and He is True. But they still didn't understand that He was talking to them about His Father." (John 8:26-27 NLT)
Nor does the world know, believe or understand who Jesus was and is, to this day.
"...I DO NOTHING ON MY OWN, but I SPEAK WHAT THE FATHER TAUGHT ME... for I always DO THOSE THINGS that are pleasing to Him." (verses 28-29)
So, yes... it was the WORD [LOGOS]; the LORD, I AM... the One who would one day be born Jesus Christ, who gave the tablets of stone with the Ten Commandments written on them "with His own finger," [Ex.31:18] to Moses.
Jesus was the WORD who recruited Moses out of the "burning bush" for the job He had for him to do. The One who, when Moses asked His name, told him:
"...I AM THAT I AM and He said, Thus shalt thou say unto the children of Israel, I AM hath sent me unto you." (Ex.3:14 KJV)
And it was Jesus Christ who was the WORD in the beginning who personally informed a few "children of Israel" later, to their shock, disbelief and profound hatred:
"...I say unto you, Before Abraham was, I AM. Then took they up stones to cast at Him: but Jesus his Himself, and went out of the Temple, going through the midst of them, and so He passed by." (John 8:58-59 KJV)
And Jesus Christ tells us, Himself, that THE SCRIPTURES ALL TESTIFY OF HIM!
"You search the Scriptures because you believe they give you Eternal Life. But THE SCRIPTURES POINT TO ME!" (John 5:39 NLT)
And: "...I told you that EVERYTHING WRITTEN ABOUT ME BY MOSES and the Prophets and in the Psalms must all come True. Then He opened their minds to understand these many Scriptures." (Luke 24:44-45 NLT)
So, yes... it was the One who would one day be born "Jesus," who gave the stone tablets to Moses... and who tested Abraham... and called Isaiah, Ezekiel, Daniel, Jeremiah and the prophets -- all on behalf [in voice and deed] of the One who would one day become His "Father." He did this when He was the WORD... and He still does the will of His Father to this day -- and FOREVER:
