The Church does not forbid the wearing of the rosary. However, the rosary is not a piece of jewelry or necklace and is not meant to be worn. It is meant to be prayed. In these days, unfortunately, many Hispanic 'gang bangers' wear the rosary around their necks as a good luck charm for protection. This is a form of superstition and does no honor to God or His Blessed Mother. Wearing a rosary as a necklace could also make the wearer a target from gang members who might assume the person is a rival gang member.
The rosary intended to be used during prayer and meditation and not as jewlery. Someone who wears a rosary to have it handy to use in prayer or so it wouldn't get lost is fine. When I was a child, nuns would wear a rosary around their neck - but it was there for them to use in prayer/meditation and not as a fashion statement. Some people say it's a sin to wear a rosary because misusing a prayer tool as a fashioto make a fashipn statement is disrespectful.

Very occasionally, I have seen an older lady who walks to Church who does not have pockets or a handbag wear her rosary around her neck, but this is rare. Young people who have plenty of pockets and such should never have a rosary around their neck where it would show as this can be taken the wrong way by religious people who pray the rosary daily.

It would only be suitable for a non-Catholic to wear a rosary in a culture that permits Catholics to wear one, and then it would only be suitable if the non-Catholic had some sort of appropriate devotion to it. The only time I have ever seen a habit worn normally is by a religious (priest, brother, nun, or sister). In this case, the rosary hangs from their belt on the side so that it is always within reach when you wish to pray. In this day and age, I have seen a few people wearing a rosary around their neck. As noted above, the rosary is NOT jewelry, if you wish to wear a rosary around your neck, I would recommend that you wear it under your clothing as many Catholics would be offended by people wearing a rosary as a necklace.

If you are not Catholic and you are just wearing them for decoration, then, yes, it is extremely offensive to a fervent Catholic to see the Mother of God's holy rosary treated like a fashion accessory by someone who has no more interest in praying with it and doesn't even know what it is for.

Honey, you can wear a hat to a rosary if you want, but just make sure it's not bigger than your future and doesn't block anyone's view of the saintly proceedings. Some folks might say it's disrespectful, but as long as you're there to pay your respects and not auditioning for a fashion show, you should be fine. Just remember, the real focus should be on the prayers, not your headgear.

Well, it is better than putting it in your pocket where it might fall out or get all dirty with all the stuff in your pocket. A lot ofpeople say you shouldn't but I feel it is a better option than storing it in your pocket, and why would they make a rosary in a necklace form if it weren't supposed to worn around the neck? Also, people wear those small ten beaded bracelet rosaries and I have never heard any criticisms against that. Personally, I think it is okay to wear a rosary as long as you don't wear it as a decoration or accessory.
