It depends on your definition of "minister" as a baptist, the minister of the church is a Reverend and therefore it's leader (the same as a priest or vicar). Therefore, yes.. they can marry you. Some churches have more than one Reverend but I'm not sure if all of them would hold the same legal necessities to marry couples, or if it would just be the lead Rev.
