Most synagogues change an annual rate for membership to cover costs of maintenance of the building and fittings, finance social events (most of the organise various events, trips etc.) and to pay the rabbi. Although they can be expensive they are willing to consider lower rates if your finances cannot stretch to the full amount - most have a policy of never turning away anybody with genuine financial difficulties.
Because you can transfer your membership, which benefits both parties. The seller gets out of their contract and the buyer avoids the joining fees, and gets a shorter contract. (There is a fee for transfer but it's less than the joining fees and the exit fees.)
Usually a synagogue will have a billboard or signage indicating it is a synagogue.
