Jehovah's Witnesses do not live by a dress code, but by Bible principles- particularly in harmony with 1 Timothy 2:9-10. They do not have a list of rules that govern dress and grooming, each must let their Bible-trained conscience be their guide...in line with God's word. The principles in this scripture say that one should dress with modesty, soundness of mind, well-arranged dress, and in a way that befits a woman that professes to reverence God. Since Jehovah's Witnesses believe that you are a christian at 24/7, this applies at all times..in whatever you wear for whatever purpose.

She CAN, the Jehovah's Witnesses would probably not be offended recognising that the individual was a visitor paying her respects and not take offense. Jehovah's Witnesses themselves usually dress in formal wear for their services. In most countries pants (trousers) would be considered 'casual' or informal and unsuitable for such an occassion. It would be no different than if we were called to meet before the President of the US or leader of another country, we would dress in our very best. If a non member were to attend a funeral dressed in slacks they would not be looked down upon but warmly welcomed. We imitate Jesus in showing love and respect for our neighbors.
