There are a lot of Government and Royal buildings are the most famous, so for this I would say that the: Houses of Parliament (London )
White House
Buckingham Palace
The Kremlin
and other powerful building are tied at 1st place then I would say that you then get the world wonders like the Pyramids, The Parthenon, The Great wall of China and other ancient world buildings are tied at 2nd, then you would have the 18th and 19th century buildings like the Empire states building and the Chrysler building would come in Third.

I think this order because it is the Royal and Government buildings that have created and made what most of our last 500 years of history is all about (e.g British Empire, American Independence, WWI and WWII, then the ancient building for the fact that they have lasted so long and are a real testament to the power of humanity and then the modern world wonders like the Burj Dubai for the fact that they are also a testament to what we are capable of. All buildings are a marker of human achievement, and if you look at a time-line of buildings from the past 10,000 years it shows just how far we have come and how much we have learnt.
