Unconscious means that the person is not awake (in a coma) but may have intact vital functions. (Is breathing, has a pulse).

Unresponsive means that the person does not respond to verbal or tactile stimuli. (without making any assessment of his vital status)

Unconscious means that one is not responding to any normal brain activity. The unresponsive or unconsious state usually comes first in the case of an accident. After a certain amount of time without oxygen flowing to the brain, then one may slip into a coma. This means that there is a heart beat but one appears to be in a deep sleep with little or no brain activity.

Unresponsive can mean a person would rather not speak/respond to your comment or they are seriously ill and cannot respond. Non-responsive means not responding because they choose to or not reacting to a medical examination.
