Railroads were becoming and oligopoly which means that only a few people owned large amounts of track. This went against the progressive movement people were going through. People thought that only a few people owned alot of the capitalthat could be spread out to people of the working-class. Progressivism and Socialism were looming and that's why they were a problem.
