A public college campus is owned by the taxpayers that payed to build and keep the college running. However, it is controlled and managed by the college itself. It is generally considered private property unless you are attending.
Public property is a property which is owned by people collectively.
The opposite of private property is public property, which is owned collectively or by the government for the use and benefit of the general public.
when it is for general public use
You work, you earn you pay tax, tax create public property damage public property, damage your own income.
the maintenance is a Personal hygiene and the public areas maintenance is a comfort room?.
Probably the best way is to treat property that is not yours with decency. You don't have to go out of your way to clean/fix/protect it yourself, people have jobs for that, just don't mess it up yourself. If everyone had the consideration to be careful and clean up after themselves this would be a better world.
The defense system of a country is a good example of Public good. It has the property of non-rivalry and non-excludibility
because everybody is effecting y absence of public property. there is saying "Everybody's is nobody property". So we should give equal importance to private property and public property
