There are two different meanings to "scientific." The old meaning is something that everyone agrees to be true. The contemporary meaning is anything that follows the scientifc method (testing hypotheses, using observation, yada, yada, yada). Under the contemporary definition, the answer is "certainly." The social sciences often have much MORE sophistication in their methods BECAUSE they run into so many complications that physical sciences do not (just compare a methods course in a physical science to a methods course in a social science, the physical science course is far less intensive). Under the older definition... well, no amount of evidence can convince some people(which is in part good), but I don't think even physical sciences could be considered scientific in this light because there is very little that EVERYONE agrees to be true. Usually experts in the same field will even disagree about "facts."
Yes, the study of social phenomena can be considered scientific by employing research methods such as observation, experimentation, and data analysis to test hypotheses and draw conclusions. Social scientists aim to understand and explain human behavior in a systematic and empirical way, similar to the natural sciences.
Parapsychology is a field of study that investigates paranormal or psychic phenomena such as telepathy, clairvoyance, and psychokinesis. It aims to use scientific methods to understand and study these phenomena that are beyond the scope of traditional psychology. However, many of the claims made by parapsychologists have not been empirically validated by the larger scientific community.
Sociology.

The study of mental phenomena like telepathy falls under the field of parapsychology. It investigates phenomena that cannot be explained by current scientific understanding, including extrasensory perception (ESP) and psychokinesis. Researchers in this field explore the potential for communication or interaction between minds without the use of known sensory channels.

Scientific sociology is the application of scientific principles and methods to the study of society and social behavior. It involves the use of empirical research, data analysis, and theoretical frameworks to understand social phenomena and patterns. Scientific sociology aims to generate knowledge that is verifiable, replicable, and contributes to our understanding of the social world.
Sociologists believe that there is a scientific basis for social organization and action. They study how societies are structured, how individuals interact within those structures, and how social systems shape human behavior. By applying scientific methods and theories, sociologists aim to understand and explain the dynamics of social phenomena.
Auguste Comte, a French philosopher, was the first person to propose applying the scientific method to the study of social life. He is known as the father of sociology and introduced the concept of positivism, which emphasized the use of empirical evidence and observation in understanding social phenomena.
Phenomena can happen in various environments such as nature, social interactions, and scientific experiments. They can occur both spontaneously or as a result of specific conditions or events. Ultimately, phenomena are observable occurrences that can be studied and analyzed in different fields of study.
