It was all about power and control. Throughout history, there have been rulers (kings, emperors, military generals, political party leaders) who got into power and did not want to share it. They created a system of governing where only they were in charge, and they made certain they would not be challenged by any opposition (dissenters were arrested and either imprisoned or killed). There have been some brutal dictators who ruled mercilessly and it took a long time for them to finally be deposed. In some countries, the people endured generations of being ruled by a dictator, and then by members of that person's family.
