If you live in the U.S., the time is NOW. The corrupt government no longer represents the American people. The vast majority of the country is on the point of revolution, all they need is for someone or some group to start it.
Yes It is not only the right but the duty of all people to rebel against the government when the government no longer serves the interest of the people. The people are the country. We elect people to represent us to the world. When those representatives no longer act on the peoples voice it is time for the people to rise up and replace it with one that does.
This is a subjective question, but here is one way a group of people convinced themselves and some of their peers that they did have such a right:

When the government no longer serves the needs of the people, but Jefferson also adds that "the people" have to first try to reason with the government and to change it peacefully. Only as a last resort must they move against the government.

Unless you are in a region/country where killing is legal, it is not legal. Just by saying someone is a rebel does not make murdering okay. Firstly, a rebel for what? What is there to rebel against? A secondly, no one would believe you just because you said that you killed someone who was a "rebel". Unless you are the president, you're out of luck on that excuse. It actually depends on the level. Congress, Senate, presidency, Secretary of States, and alike: yes, it is against the law. Mayor, city council, etc: no, it's not against the law. However, if you cannot relinquish your other citizenship (e.g. Greece does not let its citizens to apply for renunciation of Greek citizenship), it is okay.
