New answer: Stalin created a totalitarian government. This government allows him have full control over anything public or private. People must live as he says, an he didn't allow individual creativity or anyone to be against his rules, or they were killed! This was the worst kind of government people could live in because Stalin was like god of Russia. He had FULL control. People should of done something about this but he actually tricked Russians into giving him the power. Have to admit that Stalin is the worst leader of all time. There were people like him but he fooled millions into giving him power and killed millions. So thankful that we don't live in a place like that anymore

Stalin supported what is known as a "party government" or government by one political party. After the 1917 Russian Revolution, when Lenin and the Bolsheviks took over, a new constitution was written providing for one political party only (the Communist Party, all others were banned) and that the government would be controlled by it. No one who was not a member of the Communist Party or approved by the Party got positions in government office. This allowed Stalin to maintain control of the government as long as he held sway in the Party.
In the 1930s, he became obsessed with eliminating all political threats to him from within the Party and the military. His hand picked men at the top did whatever he wanted and he became a virtual dictator, even though the Communist Party still theoretically ran the government.

(Because Stalin is even more cruel than Lenin, who is somewhat more humane and Stalin took place as leader of USSR for nearly 30 years while Lenin died within 5 years after assumed as leader of USSR.)
