When there is a vacancy in the office of the Vice President, the President nominates a Vice President who takes office upon confirmation by a majority vote of both Houses of Congress. The 25th Amendment, section 2, of the U.S. Constitution (ratified 2/10/1967) established this procedure.
All three branches are limited and that is where the term checks and balances comes from. The legislative branch has to send the bill to the president before it becomes law. If the presidents wants a person for a position he has to have congress approval.
The Chief of Staff is a position appointed by the President. If the elected President and Vice-President are unable to serve, the Speaker of the House of Representatives becomes President and selects a Chief of Staff.
Amendment 25 gives a process for filling a vacancy in the office of vice president.What happens is that the new President names someone to fill the position and if both houses of Congress approve, he becomes vice president.
If a president is convicted of a crime by congress, they are impeached. If congress decides toward it, the president must leave office. However, they can veto it. Two presidents have been impeached. They are Andrew Johnson, and Bill Clinton. Also, Richard Nixon would have been impeached for The Watergate Scandal, but resigned before such happened.

They can put the measure to a second vote to try and "override" the veto. If they succeed, the measure passes and becomes law, the presidents will or not. If they fail, the measure is dead - end of measure.
