For a democracy to work a society must have rule by law, protections for both civil rights and civil liberties, tolerance of dissent, and acceptance of majority decisions by the minority.

From a purely functional point of view, voting is requisite to have a democracy. However, if what you desire is a liberal democracy (as opposed to authoritarianism with voting), you need a lot of rights vested in the people such as the freedom of speech, the freedom of the press, the freedom of assembly, the freedom from arbitrary arrest or adverse government action, the freedom of movement, the freedom of assembly and petition, and the freedom of religion.
